Yes this is possible. Go to "Tools/Address Book", then choose "File/New.../Mailing List".

Mass Mail List / Distribution List
Unfortunately there is no easy way to select the recipients from a current list. I know all I have to do is start typing and it will add the email address. The problem though is that there is no info with this item, just the email.
A nicer feature would be to let me see the address book entries and do a multiple selection or do a copy/paste to the new list.
